Quick menu and action queueing improvements


Fairly small set of updates they're still steps in the right direction.

  • Made the little fishies spin around so they're a little more obvious
  • Resolved a bug that would cause an AI to perform every move of the action at the same time
  • Reworked the action Queue system to better force an order of events. A small breakdown can be seen via the F2 interface
  • The new 'Quick Action' menu is in place. Hold right-click on a tile to see all possible actions, then click the icon while holding right click to get the confirmation dialog
